Abstract

While there has been much written about cyberspace and the potential of cyber warfare in general, there is little discussion about specific cyber warfare theory-that is how cyberspace capabilities can be integrated with other traditional military capabilities to influence an adversary, achieve effects, and win wars. The purpose of this paper is to stimulate conversation about operational art in cyberspace. Specifically, we present a planning approach that ties together national strategy, instruments of national power, and a well-known targeting strategy for complex systems. The result is a method of selecting targets that can be traced to higher-level strategies and outcomes.
