Identification of Lanes of Acquisition from Military Rapid Development Programs

Abstract
Research conducted in the Systems Engineering Research Center (SERC) examined military rapid capability and urgent needs programs and identified a framework for rapid development. Discussions with organizations engaged in rapid development indicated a number of different definitions of “rapid”, a wide range of specific practices that were implemented to achieve rapid development, and various domains of product categories that aligned to what the rapid organization aimed to achieve. It was observed that various organizations appeared to focus and operate within lanes of acquisition, which could be analogous to lines of business in the commercial sector and also analogous to other taxonomies of acquisition used in other U.S. government organizations. This paper outlines these observations.
