Abstract
An important initiative within the Department of Defense is the increased emphasis on using experimental design methods for test and evaluation. In this work, we discuss the underlying assumptions associated with hypothesis testing using an analogy to the legal system, tie this analogy to test and make the case for the use of two parameters in system specification, an objective and a threshold level.
